As the plague ravaged America, the peacekeepers were forced to go into isolation to protect themselves from the dread disease.
In the absence of the peacekeepers hundreds of outlaws flocked to the standard of a man forming an organization devoted to their annihilation. Then it is found on a sign tied to a former peacekeeper at the scene of a massacre.
